DWP Whitemail Insights and Vulnerability Scanner for benefit claimant letters

L2 · Supervised Verified · Production Government / Public Sector Customer Service

The UK Department for Work and Pensions runs two LLM-based tools in production, built with Accenture, that read about 25,000 scanned claimant letters a day, classify them into themes for routing to benefit lines and flag potentially vulnerable customers for same-day human review (reported by DWP algorithmic transparency record)

Problem

Letters with no automatic handling rules were sorted manually, and spotting claimants at risk (e.g. suicide, domestic abuse, financial hardship) could take much longer given post volumes (reported by DWP)

Workflow

  1. Scanned post from the Digital Mail Unit is checked and converted to machine-readable text, including handwriting
  2. Personal data is redacted before analysis
  3. Vulnerability Scanner (zero-shot classifier) flags potentially vulnerable customers with a theme and rationale
  4. Non-flagged mail is labelled by Whitemail Insights into one of nine themes for routing to benefit lines
  5. Analytics team reviews the daily anonymised report; trained staff decide whether to intervene

Human-in-the-loop: Every flagged letter is assessed by experienced staff; the tools make no benefit entitlement decisions.

Tools & stack

Tools

  • Whitemail Insights
  • Vulnerability Scanner
  • facebook/bart-large-mnli (zero-shot classification)

Integrations

  • DWP Digital Mail Unit
  • Document Repository System
  • AWS (private, no internet access)

Frameworks

None listed

Prerequisites

  • Mail scanning and OCR pipeline
  • PII redaction
  • Staff to review flagged cases daily

Risks & limitations

Risks

  • False negatives delaying help to at-risk claimants
  • Bias across handwriting and writing styles
  • Implicit deprioritisation of non-flagged mail

Limitations

  • No precision/recall or time-to-support figures published; record only states stable performance after threshold tuning (reported by DWP)
  • Built and tested largely on synthetic data
  • Zero-shot classification triage rather than a tool-using agent; included for its production benefits-workflow role

Outcomes & evidence

Reported outcomes

  • In production scanning circa 25,000 documents a day, producing a daily anonymised shortlist of potentially vulnerable customers and theme labels for routing
Reported by DWP · Source (gov.uk)

Evidence

  • government-transparency-record (2026-10-14)
A service that reads circa 25,000 scanned documents/letters received from citizens per day and flags people who may need urgent assistance as a result of a vulnerability
